The world around you needs portals. Currently portals are added to the map through a process of nominations & reviews.

Agents who are level 10 & above may submit new nominations according to the guidelines for review.

Agents who are level 12 & above are able to review the nominations to either be rejected or accepted into the portal network.

Pokemon Go trainers who are level 40 are also able to access the system depending on their country access. Both Pokemon Go & Harry Potter: Wizards Unite use the same waypoints as Ingress Prime.
